COMPREHENSIVE NATIONAL PLAN TO BRING  ABOUT ENERGY INDEPENDNECE FOR THIS NATION THROUGH PROPERLY BALANCED SUPPLY AND CONSERVATION POLICIES

"THROUGH THE USE OF THE ANALYSES DRAWN UPON FROM THE PROJECT INDEPENDENCE REPORT AND THIS YEAR'S NATIONAL ENERGY OUTLOOK, THIS ADMINISTRATION HAS
PROPOSED SUCH A COMPREHENSIVE ENERGY PLAN WHICH, IF EXPEDITED, COULD RESULT IN A REDUCTION IN OIL IMPORTS, TO ABOUT 6 MILLION BARRELS PER DAY, BY 1985,THUS FAR, THE cONGRESS HAS PASSED AND THE PRESIDENT HAS SIGNED FIVE OF THE LEGISLATIVE PROPOSALS CONTAINED IN THE ADMINISTRATION'S ENERGY PLAN, FIRST SUBMITTED IN jANUARY, 1975:

                1. NAVAL PETROLEUM RESERVES -- AUTHORIZES THE FULL DEVELOPMENT OF THE 3 NAVAL PETROLEUM RESERVES IN THE LOWER 48 STATES, AND THE FURTHER EXPLORATION OF NAVAL PETROLEUM 4 IN ALASKA, LEADING TO ITS EVENTUAL DEVELOPMENT.

                2. STRATEGIC RESERVES -- ESTALISHES WTORAGE OF AT LEAST 150 MILLION BARRELS OF PETROLEUM WITHIN 3 YEARS, AND UP TO 1 BILLION BARRELS BY 1985.

                3. ENERGY SUPPLY AND ENVIRONMENTAL COORDINATION ACT EXTENSION -- TO PERMIT THE CONVERSION OF OIL AND GAS FIRED UTILITY AND INDUSTRIAL BOILERS TO COAL.

                4. ENERGY LABELING -- REQUIRES APPLIANCE AND AUTOMOBILE MANUFACTURERS TO PROVIDE ENERGY EFFICIENCY INFORMATION TO CONSUMERS.

               5. EMERGENCY STANDBY AUTHORIES -- TO PROVIDE THE AUTHORITIES NECESSARY TO DEAL WITH SEVERE ENERGY EMERGENCIES, INCLUDING FOREIGN DUPPLY INTERRUPTIONS, THAT MAY ARISE IN THE FUTURE.

"THE REMAINING PARTS OF THE PRESIDENT'S PROGRAM (SOME 18 SEPARATE PROPOSALS) AWAIT ACTION IN THE CONGRESS. THE MOST IMPORTANT OF THESE POLICY ACTIONS REVOLVE AROUND THE FOUR CONVENTIONAL FUELS -- OIL, GAS, COAL AND NUCLEAR POWER. - TO REACH 6 MMB/D OR LESS IMPORTS BY 1985, WE MUST PROCEED TO REMOVE PETROLEUM PRODUCTS FROM PRICE AND ALLOCATION CONTROLS AND ENSURE THAT PRICE CONTROLS ARE REMOVED BY THE END OF THE 40 MONTHS PROVIDED BY THE ENERGY AND CONSERVATION ACT. THIS ALONE SHOULD INCREASE DOMESTIC PRODUCTION BY MORE THAN ONE MILLLION BARRELS PER DAY BY 1985 AND REDUCE DEMAND BY ABOUT 2 MMB/D.

"NEW NATURAL GAS 4E BY MUST BE DECONTROLLED. THE DIFFERENCE IN PRODUCTION BETWEEN CONTINUE D REGULATION AND DEGULATION BY 1985 IS MORE THAN 4 TRILLION CUBIC FEET OF PRODUCTION PER YEAR EQUAL TO A REDUCTION IN IMPORT VULNERABILITY OF ALMOST 3 MMB/D. COAL PRODUCTION MUST BE SIGNIFICANTLY INCREASED WHICH NECESSITATES MODIFICATION OF ENVIRONMENTAL STANDARDS TO ALLOW POWER PLANTS TO BURN MORE COAL,WHILE EVENTUALLY MEETING ENVIROHMENTAL GOALS. AND FINALLY, WE MUST REMOVE THE FINANCIAL AND REGULATORY CONSTRAINTS WHICH ARE DELAYING THE CONSTRUCTION OF MORE NUCLEAR POWERPLANTS.

"IN ADDITION TO SUPPLY ACTIONS, WE MUST, AS YOUR PAPER NOTES, ADVANCE ON THE CONSERVATION FRONT. HERE AGAIN, WE ARE IN BASIC AGREEMENT THAT A 'NO GROWTH' POLICY ON ENERGY USE IS NOT  PRACTICAL. IN ORDER FOR THE ECONOMY TO GROW IN A HEALTHY AND STABLE MANNER, AN INCREASING RELIANCE ON ENERGY IS NECESSARY. NONETHELESS, ENERGY CONSERVATION IS CRITICALLY IMPORTMANT AND WE CAN CUT OUR GROWTH RATE FROM 4% TO BETWEEN 2% AND 3% ANNUALLY. LEGISLATION IS NOW BEING CONSIDERED TO ESTABLISH NATIONAL THERMAL BUILDING STANDARDS AND TO INSTITUTE A PROGRAM OF INSULATING THE HOMES OF THE POOR AND ELDERLY, AND TO PROVIDE TAX CREDITS FOR HOME INSULATION. TOGETHER, THESE THREE PROGRAMS COULD REDUCE OUR VULNERABILITY BY OVER 400,000 BARRELS A DAY BY 1985.

"I NOTED WITH INTEREST YOUR SUGGESTED INDUSTRY TAX CREDIT PROPOSALS INTENDED TO ACT AS AN ENERGY CONSERVATION INCENTIVE. THE CONGRESS RECENTLY PASSED AND SENT TO THE PRESIDENT THE ENERGY CONSERVATION AND PRODUCTION ACT WHICH INCLUDES PROVISIONS FOR OBLIGATION GUARANTEES TO BE MADE AVAILABLE TO PROFIT, NONPROFIT AND PUBLIC INSTITUTIONS FOR ENERGY CONSERVATION MEASURES. WE ARE AT THE PRESENT TIME, ANALYZING THE EFFECT THAT SUCH A PROVISION WOULD HAVE ON INDUSTRIAL ENERGY CONSUMPTION.

"LASTLY, YOUR COMMENTS ON THE NEED FOR IMMEDIATE ACTION ON THE COMMERCIALIZATION OF EXISTING TECHNOLOGIES ARE WELL TAKEN. THE PROPOSED ENERGY INDEPENDENCE AUTHORITY ESTABLISHES A $100 BILLION SELF-LIQUIDATING GOVERNMENT CORPORATION DESIGNED TO ENCOURAGE THE FLOW OF CAPITAL AND PROVIDE FINANCIAL ASSISTANCE
THROUGH LOANS AND LOAN GUARANTEES, TO PTIVATE ENTERPRISE ENGAGED IN THE DEVELOPMENT OF ENERGY SOURCES AND SUPPLIES IMPORTANT TO THE ATTAINMENT OF ENERGY INDEPENDENCE BUT WHICH WHICH WOULD NOT OTHERWISE BE FINANCED. WITHOUT SUCH HELP, THE UNCERTAINTEES ABOUT THE CAPITAL COSTS OF FACILITIES, WORLD OIL PRICES, AND THE PERFORMANCE OF THE TECHNOLOGIES THEMSELVES MAKE IT UNLIKELY THAT INDUSTRY CAN MAKE THE INVESTMENTS WHICH ARE NEEDED NOW.

WHAT WAS THE PAPER THAT GOT SUCH A GREAT REPLY? IT WAS 'THE ENERGY DILEMMA - CED

TARRYTOWN, NEW YORK. HERE IT IS:


IN ORDER TO SOLVE THE ENERGY PROBLEM WE ARE FACED WITH IN THIS COUNTRY NOW WE HAVE TO ACHIEVE A CONSENSUS THAT THERE IS A PROBLEM. SOME PEOPLE STILL HAVE THE OPINION THAT THERE IS NO ENERGY PROB LEM. WORDS THAT DO NOT MEAN THE  SAME THING  TO DIFFERENT PEOPLE ARE BEING USED INTERCHANGEABLY. THIS IS CREATING SOME CONFUSION AMONG SOME PEOPLE.

AN ENERGY CRISIS AND AN ENERGY SHORTAGE ARE TWO ENTIRELY DIFFERENT THINGS. WE HAVE A CRISIS. WE DO NOT HAVE A SHORTAGE.

WE DO NOT HAVE A SHORTAGE ANY MORE THAN WE WOULD HAVE A WATER SHORTAGE IN OUR HOMES EVERY TIME WE TURN OFF THE SPIGOT IN OUR SINKS. THE DIFFERENCE IS THAT IT IS OUR HAND THAT CONROLS THE WATER FAUCET. WE DECIDE WHEN THE WATER IS RUNNING AND WHEN IT IS NOT. WE DO NOT DECIDE WHEN THE OIL SPIGOT IS GOING TO BE "ON" OR "OFF." SOME OTHER PEOPLE DECIDE THAT FOR US....AND OIL, AS WE HAVE LEARNED, IS ESSENTIAL TO ALL OF US.

THE WORD "CRISIS" ACCORDING TOWEBSTER'S DICTIONARY MEANS "A TURNING POINT IN THE COURSE OF ANYTHING" OR "A CRUCIAL SITUATION." I THINK WE CAN ALL AGREE THAT THE OPEC OIL EMBARGO PRECIPITATED A TURNING POINT IN THE COURSE OF OUR ECONOMY WITH RESPECT TO ENERGY SOURCES. THE EMBARGO CERTAINLY CREATED A CRUCIAL SITUATION WHICH WE HAVE NOT YET RESOLVED.

SIMPLY BECAUSE THE RESPONSE TO THIS CRISIS IS INADEQUATE DOES NOT MEAN THAT IT DOES NOT EXIST. THE CRISIS IS OUR DEPENDENCY ON THE WHIMS AND WILES OF FOREIGN POWERS FOR A NECESSARY AMOUNT OF OUR OIL SUPPLY.

THE NEXT STEP, THEN, IS TO DEFINE OUR NATIONAL GOALS FOR ENERGY, AND HOW THESE NATIONAL GOALS CAN BE ACHIEVED. OUR NATIONAL ENERGY GOALS ARE:

                                                    1. ECONOMIC GROWTH
                                                    2. NATIONAL SECURITYE

THESE GOALS ARE ACHIEVED BY REMOVING OUR VULNERABILITY TO IMPORTED CRUDE OIL.

TWO AND ONE HALF YEARS AGO AND EVEN MORE RECENTLY WE HAD AN ALTERNATIVES TO SOLVE THE ENERGY CRISIS, WE COULD SELECT MASSIVE DEVELOPMENT AND PRODUCTION OF OUR ABUNDANT COAL RESOURCES. WE COULD BUILD MORE NUCLEAR POWER PLANTS, AND USE OUR VAST URANIUM ORE SUPPLIES. WE COULD DEVELOP EXTENSIVE COAL TRANSPORTATION SYSTENS WITH RAILROADS AND COAL SLURRY PIPELINES. WE COULD CONSTRUCT ADDITIONAL URANIUM ENRICHMENT PLANTS., AND TAR SAND OOOOOOOOOO

WE COULD BRING ONSTREAM LIQUEFIED COAL AND SUBSTITUTE NATURAL GAS, AND SHALE OIL, AND TAR SAND OILS. WE ARE GOING TO DO THESE THINGS, BUT THEY ARE NOT GOING TO BE ACHIEVED BY 1980, THE ORIGINAL TIMETABLE FOR "PROJECT INDEPENDENCE."


WE ARE GOING TO BRING FUSION POWER AND SOLAR ENERGY TO COMMERCIAL SCALES TOO.

IN FACT SOMETIME IN THE TWENTY FIRST CENTURY, BY OUR TRICENTENNIAL YEAR, 2076, ENERGY WILL PROBABLY BE CHEAPER THAN WATER, AND IT MAY EVEN BE CHEAPER THAN AIR. BY 2000 WE CAN BE EXPORTING  POWER BY LASER/SATELLITE SYSTEMS, EVEN USING IMPORTED OIL TO DO IT!
 
BUT THE DEVELOPMENT OF OUR DOMESTIC ENERGY RESOURCES IS NOW ON A 20 YEAR TIMETABLE, WHICH BRINGS US TO ABOUT 1996. WE ARE NO LONGER ON A NATIONAL ENERGY PLAN THAT WILL BRING ABOUT ENERGY RESOURCE INDEPENDENCE IN 1980 OR 1985.RCE

HYPER-INFLATION, RESTRICTIVE LEGISLATION INSTEAD OF INCENTIVE LEGISLATION, CONFUSION INSTEAD OF SOLUTIONS FOR PROBLEMS OF ECOLOGY, ENVIRONMENT AND SAFETY HAVE DELAYED THE DEVELOPMENT OF OUR NATIONAL ENERGY RESOURCES TOO LONG.

A TEN YEAR FORECAST OF ENERGY PRODUCTION IN BTU UNITS OF ENERGY FOR OIL, GAS, COAL, NUCLEAR AND HYDRO SOURCES SHOWS THAT OUR TOTAL DOMESTIC ENERGY PRODUCTION IS EXPECTED TO INCREASE 21.5 QUADRILLION (Q) BTU'S. IN 1975 OUR TOTAL ENERGY PRODUCTION WAS 61.0 Q BTU'S. IN 1985 OUR ENERGY PRODUCTION WILL BE 82.5 Q BTU'S ACCORDING TO OUR PRESENT SCHEDULE FOR CONSTRUCTION OF NEW ENERGY RESOURCE PRODUCTION FACILITIES.

COAL AND NUCLEAR POWER ARE EXPECTED TO CONTRIBUTE 14.5 Q BTU'S TO THE INCREASE.

THE CONSUMPTION5 OF ENERGY IN THE UNITED STATES IN 1985 CAN BE EXPECTED TO BE 112.9 QUADRILLION BTU'S. THIS ESTIMATE IS ONLY A LITTLE HIGHER THAN THE FORECASTS OF OTHERS IN BOTH INDUSTRY AND GOVERNMENT. THE LARGEST INCREASE IS IN OIL CONSUMPTION.

A COMPARISON OF COAL PRODUCTION AND CONSUMPTION IN 1985 SHOWS THAT WE WILL NO LONGER BE EXPORTING COAL IN 1985, AS WE ARE DOING NOW.
 
THE MOST REVEALING COMPARISON BETWEEN THE PRODUCTION AND CONSUMPTION FIGURES, IN BTU'S, FOR 1985, IS THAT THE COUNTRY IS MOVING TOWARD AN INCREASING
ENERGY SHORTFALL EVERY YEAR FOR THE NEXT TEN YEARS, AT LEAST. THIS INCREASE IS CAUSED BY THE LACK OF DOMESTIC CONSTRUCTION OF ENRICHED URANIUM PLANTS. EVEN THOUGH "YELLOW CAKE" (URANIUM ORE) IS AVAILABE, WE ARE COUNTING ON FOREIGN COUNTRIES TO ACCEPT OUR URANIUM ORE, AND ENRICH IT FOR US, INCLUDING SOVIET RUSSIA. THIS UNACCEPTABLE SITUATION CAN BE AVOIDED WITH ACCELERATED CONSTRUCTION OF NUCLEAR ENRICHMENT PLANTS IN THIS COUNTRY,

WHEN THE SPACE PROGRAM WAS GIVEN A MANDATE TO PUT A MAN ON THE MOON WITHIN TEN YEARS OF THE START OF THE PROGRAM, A SINGLE-MINDED EFFORT OF BILLIONS OF DOLLARS WAS POURED INTO THE PROGRAM BY THE FEDERAL GOVERNMENT. THE GOAL WAS ACCOMPLISHED AND THE OBJECTIVE WAS ACHIEVED.

THE REASON THE SPACE PROGRAM TIMETABLE WAS KEPT WAS BECAUSE ENOUGH PEOPLE WANTED IT TO BE DONE. THE PROTEST TO THE SPACE PROGRAM WAS BARELY VISIBLE. IT WAS A WHISPER THAT YOU COULD BARELY HEAR!

THIS, AS WE ALL KNOW VERY WELL, IS NOT THE BALANCE OF INFLUENCE IN OUR NATIONAL ENERGY PLAN, WHICH WAS FIRST DESCRIBED IN DETAIL IN THE ORIGINAL FEDERAL ENERGY ADMINISTRATION "PROJECT INDEPENDENCE" REPORT.

THE BALANCE OF INFLUENCE IN OUR NATIONAL ENERGY PLAN IS JUST THE REVERSE OF WHAT IT WAS FOR OUR SPACE PROGRAM.

IN OUR ORIGINAL NATIONAL ENERGY PLAN, WHICH WAS TO DEVELOP OUR DOMESTIC ENERGY RESOURCES AS RAPIDLY AS POSSIBLE, THERE WAS A SUFFIICIENT NUMBER OF  PEOPLE WHO DID NOT WANT TO SEE IT ACCOMPLISHED, AND AN INSUFFICIENT NUMBER OF PEOPLE WHO DID WANT TO SEE IT ACHIEVED.

CONSQUENTLY THE PROGRAM TO MAKE THIS COUNTRY ENERGY INDEPENDENT WAS
NOT FUNDED.

NEW ENERGY RESOURCE INDEPENDENCE CANNOT BE ACCOMPLISHED BY 1985 WHICH IS ONLY 8-1/2 YEARS AWAY.
 
WE APPARENTLY MADE SOME MISTAKES. HOWEVER SOMETIMES MISTAKES CAN BE TURNED INTO FORTUNATE HAPPENINGS. MAY
BE IT NEVER WAS SUCH A GOOD IDEA TO GIVE NUMBER ONE PRIORITY TO BECOMING ENERGY SELF-SUFFICIENT AS SOON AS POSSIBLE ON A "CRASH PROGRAM" LIKE THE SPACE PROGRAM.

AFTER ALL, IT WAS THE OPEC OIL EMBARGO THAT MOTIVATED US TO DRAW UP AN ENERGY RESOURCE INDEPENDNECE PLAN IN THE FIRST PLACE. BEFORE THE OIL EMBARGO THERE WAS NO CLAMOUR FOR AN ENERGY INDEPENDENCE PLAN, EVEN THOUGH THE ENERGY SHORTFALL WAS CLEARLY DEVELOPING FOR A NUMBER OF YEARS.

WE DID NOT CONCEIVE THE ENERGY SELF-SUFFICIENCY PLAN IN ORDER TO RETURN TO THE GOOD OLD DAYS OF INEXPENSIVE OIL.  DOMESTIC ENERGY RESOURCES WILL COST AS MUCH AS WE ARE PAYING FOR IMPORTED OIL.

WE WERE INSPIRED TO DEVELOP OUR OWN ENERGY RESOURCES FOR ONE REASON: TO BECOME FREE FROM BEING DEPENDENT ON FOREIGN POWERS' WHIMS AND WILES AS TO
WHETHER THE OIL SPIGOT IS IN THE "ON' OR "OFF" POSITION! WE WANT TO BECOME FREE FROM "PETROPOLITICS" AND "PETROPRESSURES."

NEW UNDER-THE-HOOD MATERIALS ARE URGENTLY NEEDED TO PRODUCE ENGINES WITH   IMPROVED EFFICIENCY; TO DEVELOP PRACTICAL AND EFFICIENT CATALYTIC CONVERTERS FOR EMISSIONS ABATEMENT CONTROL; AND GASOLINES WITH BETTER MILEAGE ARE NEEDED.

IN ARCHITECTURE WE ALSO NEED NEW MATERIALS FOR MORE EFFICIENT SPACE HEATING AND AIR CONDITIONING, AND LIGHTING, AS WELL AS ADVANCED ARCHITECTURAL DESIGNS. THERE IS EXISTING TECHNOLOGY AND THERE ARE AVAILABLE MATERIALS THAT CAN BE USED
TO GET BETTER ENERGY EFFICIENCY AND CONSERVATION IN AUTOMOTIVE AND BUILDING DESIGNS.

WE CAN CONSERVE OIL AND GAS CONSUMPTION BY MORE EFFICIENT NUCLEAR POWER PLANTS WITH IMPROVED CONVERSION SYSTEMS. THESE SYSTEMS INCLUDE FUEL CELLS, GAS TURBINES, CHEMICAL CONVERSION, MAGNETOHYDRODYNAMICS (MHD), HIGHER TEMPERATURE COMBUSTION THERMO-ELECTRIC CONVERTERS AND THERMOIONIC CONVERTERS.

NUCLEAR POWER PLANTS CAN BE BUILT WITH HIGHER EFFICIENCY TURN-AROUND AND  STORAGE DEVICES.

NEW ENERGY-EFFICIENCY TECHNOLOGY CAN BE BROUGHT UP TO COMMERCIAL USE FASTER WITH FEDERAL FUNDING.

HIGH TEMPERATURE INSULATION REFRACTORIES , HIGH TEMPERATURE HEAT PUMPS, NEW TURBINE GENERATORS, AND HEAT TRANSFER AND STORAGE METHODS CAN EITHER BE LAID  TO REST AS JUST SO MUCH RHETORIC, OR THEY CAN BE A VITAL AND WORKING PART OF OUR ENERGY EFFICIENCY AND CONSERVATION GOALS, DEPENDING ON WHETHER WE ARE MOTIVATED TO BRING THESE DEVELOPMENTS TO COMMERCIAL STATUS.

OUR FEDERAL GOVERNMENT, AND STATE GOVERNMENTS TOO, NEED TO RECOGNIZE THAT RESTRICTIVE LEGISLATION IS SELF-DEFEATING IN OUR DESIRE TO BECOME FREE FROM PETROPOLITICS AND PETROPRESSURES.

THERE IS ONLY ONE WAY TO DO IT! WITH MASSIVE FUNDING OF PROGRAMS TO ACCOMPLISH THESE GOALS. THIS MEANS BILLIONS OF DOLLARS NOW PROPOSED FOR FUSION RESEARCH, RESTRICTIVE LEGISLATION IMPLEMENTATION AND OTHER PLANS WILL HAVE TO BE RE-APPROPRIATED THIS YEAR AND FOR THE IMMMEDIATE YEARS AHEAD, TO MORE EFFICIENT USE OF ENERGY, CONSERVATION OF OIL AND GAS, AND CONSTRUCTION OF ENORMOUS CRUDE OIL STORAGE CAVERNS IN OUR SALT DOMES, FAR BEYOND THE PROPOSED SCHEDULES FOR THESE PROGRAMS.

ENERGY CONSERVATION IS SOMETHING WE IN THIS COUNTRY MUST LEARN TO UNDERSTAND BETTER, IN ORDER TO AVOID FURTHER CONFUSION, ARGUMENTS AND DELAYS.CE

ENERGY CONSERVATION, IN ITS PRACTICAL SENSE, DOES NOT MEAN PRODUCING LESS POWER. WE KNOW THAT ECONOMIC STRENGTH AND GROWTH IN OUR HIGHLY INDUSTRIAL  NATION REQUIRES A CONTINUAL INCREASE IN POWER OUTPUT, FOR OUR HOMES, COMMERCIAL BUILDINGS, PLANTS AND TRANSPORTATION.

FURTHERMORE, IT IS GENERALLY RECOGNIZED THAT ROUTINE AND UNIMAGINATIVE PROCEDURES SUCH AS T
URNING DOWN THE THERMOSTAT IN THE WINTER, TURNING OFF THE AIR CONDITIONER ONE HALF HOUR BEFORE LEAVING A ROOM FOR THE DAY, TURNING OFF LIGHTS WHEN WE LEAVE A ROOM FOR MORE THAN A HALF HOUR, TURNING OFF THE OVEN A HALF HOUR BEFORE THE CAKE IS BAKED, WILL AT BEST REDUCE OUR ENERGY CONSUMPTION
5%, NOW, 5% IS CERTAINLY WORTH SAVING, AND I AM ALL FOR THESE ENERGY SAVING HABITS.
 
IT IS ALSO RECOGNIZED THAT IN OUR SOCIETY WE ARE NOT GOING TO VOLUNTEER TO DO THESE THINGS EXCEPT IN TOKEN AMOUNTS, AND COMPULSORY LEGISLATION IS OUT OF THE QUESTION AS WELL AS BEING UNENFORCEABLE.


PRACTICAL AND SUFFICIENT ENERGY CONSERVATION IN A SIGNIFICANT DEGREE CAN BE ACCOMPLISHED IN A NUMBER OF DIFFERENT WAYS. 1. PAYMENT AS TAX CREDITS TO COMPANIES THAT CAN SHOW BY AUDIT THEY HAVE USED "LESS" ENERGY IN BTU'S IN 1976 THAN IN 1975. "LESS" ENERGY HERE MEANS THAT NEW CONSTRUCTION, INREASED PRODUCTION AND OTHER ENERGY CONSUMING ACTIVITIES DO NOT SHOW THE EQUIVALENT INCREASE IN ENERGY CONSUMPTION THAT THESE EXPANSIONS WOULD HAVE REQUIRED IN A PREVIOUS BASE-PERIOD SUCH AS 1975.

2. TAX CREDITS TO OWNERS OF INDUSTRIAL PLANTS AND COMMERCIAL BUILDINGS THAT SHOW A SIMILAR DECREASE IN ENERGY CONSUMPTION FOR HEATING, AIR CONDITIONING AND LIGHTING.

3. TAX CREDIT INCENTIVES TO MANUFACTURERS OF CARS AND MAJOR APPLIANCES WHO, BY USING SUITABLE MATERIALS AND DEVICES, PRODUCE LOW ENERGY CONSUMING CARS AND APPLIANCES, AND ALSO DROP THEIR HIGHER ENERGY
CONSUMING CARS AND APPLIANCES
FROM THEIR LINE OF PRODUCTS.

IN ORDER TO CREATE THE CAPITAL FOR TECHNOLOGICAL PROGRESS AND FOR DEVELOPING OUR NATIONAL ENERGY RESOURCES VICE PRESIDENT ROCKEFELLER HAS PROPOSED THE ENERGY I
NDEPENDENCE AUTHORITY ACT WHICH HAS BEEN APPROVED BY PRESIDENT FORD. THIS ACT PROPOSES $100 BILLION OF FEDERAL FUNDING FOR CORPORATE ACTIVITIES  THAT WOULD MAKE THE UNITED STATES INDEPENDENT OF FOREIGN OIL IN 10 YEARS. THE PROPOSED ACT HAS BEEN RESISTED BY SECRETARY OF THE TREASURY WILLIAM SIMON, CHAIRMAN OF THE COUNCIL OF ECONOMIC ADVISORS; ALAN GREENSPAN, HEAD OF THE HOUSE BANKING COMMITTEE; HENRY REUSS, SENATOR EDWARD KENNEDY AND A NUMBER OF OTHER PROMINENT PEOPLE IN WASHINGTON.

IN APRIL OF THIS YEAR THE ENERGY GROUP OF THE BANKERS TRUST COMPANY PUBLISHED AN IMPRESSIVE 35 PAGE BOOKLET CALLED "CAPITAL REQUIREMENTS FOR ENERGY THROUGH
1990."  ACCORDING TO THIS REPORT OUR COUNTRY'S CAPITAL REQUIREMENTS FOR FINANCING ENERGY PROGRAMS FOR THE NEXT 15 YEARS, FROM 1976 TO1990, WILL  AMOUNT TO $790 BILLION IN 1974 DOLLARS. THE ELECTRIC UTILITY INDUSTRY WILL REQUIRE THE LION'S SHARE OF $450 BILLION ACCORDING TO THIS REPORT, AND OIL AND GAS DEVELOPMENT WILL NEED $335 BILLION. COAL MIN
ING AND TRANSPORTATION WILL NEED $40 BILLION. THIS TOTAL IS ALREADY REACHING ONE TRILLION DOLLARS IN CURRENT DOLLARS.

THE $790 BILLION ESTIMATED CAPITAL REQUIREMENT FOR ENERGY DEVELOPMENT IS BASED ON THE PREMISE THAT THE COUNTRY WILL CONTINUE TO BE DEPENDENT ON FOREIGN OIL. TO QUOTE THE REPORT'S WORDS:"...ASSUMING THERE IS NO CONSTRAINT ON IHE MPORTATION OF OIL AND GAS..."

THEREFORE THE ESTIMAT
ED CAPITAL REQUIREMENT FOR ENERGY DEVELOPMENT OF $790 BILLION TO 1990 IS FOR PROGRAMS TO MEET OUR INCREASED USE OF ENERGY, AND NOT THE CAPITAL NECESSARY TO REPLACE IMPORTED OIL. THE CAPITAL NEEDED TO REPLACE IMPORTED OIL AND ALSO MEET THE PROJECTED INCREASE IN ENERGY CONSUMPTION IS ASTRONOMICAL. THIS STRATEGY, THIS PRIORITY FOR OUR NATIONAL ENERGY PLAN, CAN PERMIT US TO ELIMINATE OUR VULNERABILITY TO IMPORTED OIL WITHOUT  REMOVING IMPORTED OIL FROM OUR  ENERGY SOURCES. TOGETHER WITH ACCELERATED CONSTRUCTION OF STORAGE CAVERNS IN OUR MANY VAST SALT DOMES, IMPORT INVULNERABILITY CAN BE ACHIEVED BY 1980 AT MUCH LESS COST THAN
THE DEVELOPMENT OF OTHER ENERGY RESOURCES. SALT DOMES AR E BEING CONSIDERED AS STORAGE FACILITIES FOR NUCLEAR WASTE ALSO BECAUSE THEY ARE SO ABUNDANT AND PRACTICAL TO DEVELOP FOR STORAGE

THE USE OF SALT DOMES TO STORE OIL IS NOT NEW, AND IT IS PART OF OUR ENERGY POLICY NOW.T THE PLANNED STORAGE CAPACITY AND THE TIMETABLE TO DEVELOP THESE STORAGE CAVERNS ARE TOO SMALL AND TOO SLOW.

AT THE PRESENT TIME THE TOTAL FEDERAL ENERGY  THEFOR ALL PURPOSES FROM FUSION RESEARCH TO "DON'T BE FUELISH" POSTERS IS $6 BILLION DOLLARS PER YEAR!
THE ENERGY RESEARCH AND DEVELOPMENT ADMINISTRATION (ERDA) HAS USE OF MOST OF THIS MONEY FOR ENERGY RESEARCH AND DEVELOPMENT, AND DEMONSTRATION PLANTS.
  
FOR ABOUT 2 YEARS FOLLOWING THE OPEC OIL EMBARGO SCARE, OIL CONSUMPTION DECLINED. NOW IT IS INCREASING AGAIN, AND JUST ABOUT ALL ENERGY WATCHERS EXPECT OUR CONSUMPTION OF ENERGY, AND OUR DEPENDENCE ON IMPORTED OIL, TO INCREASE WELL INTO THE 1980'S. THE ECONOMY IS GETTING STRONGER AND WE CAN EXPECT IT TO CONTINUE TO INCREASE. THAT MEANS WE ARE GOING TO USE MORE OIL, AND MORE IMPORTANTLY MORE OIL FROM OHER COUNTRIES.

WE CANNOT PERMIT OURSELVES TO KEEP OUR FINGERS CROSSED FOR 20 YEARS HOPING THAT WE WILL NOT BE IMPOSED UPON BY .ANOTHER EMBARGO, OR THAT WE WILL FIND A WAY AROUND IT IF THERE IS ANOTHER OIL EMBARGO. WE CANNOT ACCEPT A NATIONAL ENERGY PLAN THAT LEAVES US EXPOSED TO PETROPRESSURES AND PETROPOLITICS.

IMPORT INVULNERABILITY CAN BE ACHIEVED
THROUGH EFFIENCY, CONSERVATION AND STORAGE  BY 1980 IF THESE PROGRAMS GET NUMBER ONE PRIORITY IN OUR ENERGY BUDGET. THIS STRATEGY WILL THEN ALLOW US TO DELELOP OUR OWN DOMESTIC ALTERNATIVE ENERGY RESOURCES WITHOUT PETROPRESSURES, IN A CAREFUL AND ORDERLY WAY, THE WAY IT SHOULD BE DONE.

THIS STRATEGY WILL ALSO ALLOW US TO CONTINUE OUR NATIONAL DIALOGUE ON ALTERNATIVE ENERGY RESOURCES, AND NATIONAL DIALOGUE IS AN AMERICAN TRADITION THAT PRE-DATES EVEN 1776!
